Prediction of impacts proposals and changes of agrarian policies

In 2010, research activities were within the research project "Prediction of impacts proposals and changes of agrarian policies" aimed at exploring the mutual interaction of economic and environmental aspects of sustainable development in agriculture and rural areas.

Interaction of economic and environmental aspects of sustainable development in agriculture and rural areas

 

Brief description of research activities within time period 1:

The research deals with the influence of policies on the EU agri-food market and market with various commodities in agriculture (such as sector of national economy) and also at the farm level. In addition to the use of model solutions (AG-MEMOD, CGE-RIAFE, multiplier analysis) at the first time period of the project there were applied methodologies of the risk analysis and new approaches to evaluation of the support policies at the farm level. The results indicate that markets are more influenced by market forces than current agricultural policies, which apply a large extent of tools to separation from production (decoupling). The Computable General Equilibrium (CGE) model solutions application scenarios of the Common Agricultural Policy (CAP) of the European Union after 2013 show their relatively neutral effects, with the exception of the abolition of the CAP Pillar I. Liberalisation scenario has brought the most unfavourable results. The results of PSM-DID application (Propensity Score Matching - Difference in Differences) and Mixed Models at the farm level illustrate the possibilities of applying new progressive model solutions of this evaluation type of effectiveness measures and policy instruments. This approach we consider at the farm level and the regions in the future as dominant.

In 2010, research activities were within the research project „Economic aspects of food vertical in conditions of EU“ aimed at assessing the impact of changes in the economic efficiency on performance of agricultural production under the legal forms of businesses.

Assessing the impact of changes in the economic efficiency on performance of agricultural production under the legal forms of businesses

 

Brief description of research activities within time period 1:

The aim of the time period was the detailed analysis of the economic efficiency of agricultural production. Evaluation of the effectiveness of the Slovak agriculture was carried out in two levels. The first level captured the performance of agriculture in the European area, in comparison with other European Union countries. The second level was focused on the evaluation of economic efficiency, in which were analyzed changes in the economic efficiency of the Slovak agriculture, in legal forms of businesses and product sectors, in ownership and business structure during the period 2008-2009. The decisive accent was laid on the policy support.

Analysis of Foreign Trade with Agricultural and Food Products

Within the project “Analysis of Foreign Trade with Agricultural and Food Products” the research activities during year 2010 were directed to assessment of crucial factors affecting supply and demand of basic agricultural and food commodities on the Slovak market.

Impact of World Trade Organisation Decisions on Slovak Foreign Trade with Agricultural and Food Products

 

Brief description of research activities within time period 1:

Within the research and in compliance with claims and needs of the Ministry of Agriculture and Rural Development it was ensured the monitoring and developing of analytical documents that plotted existing development of our foreign trade with agricultural and food products during time period 2004 till 2009. The documents pointed to changes of Slovak foreign trade structure caused by EU-Accession and moreover they revealed present and also hidden export opportunities within Common Market and especially on third countries market what could bring favourable reduction of our negative foreign trade balance from future development point of view. From comprehensive solution point of view and based on analysis of balance indicators it were identified factors that by crucial way affect supply and demand of basic agricultural and food commodities on the Slovak market. Specifically it related to following commodities: milk, beef cattle, pigs, sheep, poultry, eggs, cereals, oilseeds, bio-fuels, vine grape and wine, sugar beet and sugar, fruit and vegetables. Regular monitoring of situation on agricultural markets allows foresee the basic changes in their development, i.e. to predict future development of supply/demand in Slovakia in medium-term (triennial) horizon.

Development of land market and the market, particularly in terms of EU

In 2010, research activities were within the project "Development of the land market and rental market conditions in the EU" aimed to evaluate user and ownership relationships to land and the amount of rent for leased land.

 

Time period 1 (year 2010)

Analysis of ownership and user relationships to land and land market development in selected regions of Slovakia

 

Brief description of research activities within time period 1:

Research activities were focused on analysis and evaluation of user ownership and relationship to land, the scope of leased land, form and length of the lease, the rental for the leased land, the impact of CAP on the formation of the land market. The content of the task was to monitor the land market and rental market in selected regions of Slovakia before the end of seven vynegociovaného moratorium on land sales. Research work expanded database, built on the constitution of transactions on the land market in the regions studied. Analyzed the factors that facilitate the development of the land market, such as landscaping, but also factors that hinder market development of agricultural land, which includes mainly incomplete restitution process and the like.
